Add ability to flag pages

Flagging pages as "spam," "broken," "useless," "great," or whatever would be cool. It would be AWESOME to have those values be user-definable so they could hack in things like a "most recommended" page or have automated page removal for spam pages, but that might be outside the scope of a core feature.
