Add admin to users

Add the notion of admins to the app. Also make sure that the first user is an admin. Integrate the admin checking into the settings and user approval pages. Be sure to integrate links into the navbar once finished.

Added admin to the wiki. Also added checking for the very first user and we auto-promote them.
