Add admin messages

I think it'd be cool to have admin messages on each page. For example, if someone keeps adding the same information over and over again even though it's not correct/relevant, it'd be nice to be able to post an "authoritative" message like "Don't post this again or I'll eat your pet raccoon for breakfast. I promise."
