Create a settings setup

Figure out how to setup settings for the various parts of the site. Such as akismet support turned on or off, openid on or off, etc.

- State changed from “open” to “resolved”
Created a singleton resource called site to handle all the settings. The new/edit form is all working, it just needs integrated into the site through various spots in the app.
